Earlier versions
- 2026-10-06: Approved version. Described a report form that sends through the email provider; on the public website the report is a pre-filled email from the visitor’s own email application.
- 2026-10-03: Did not identify who operates the Service or that barrier reports pass through the email provider.
- 2026-09-26: First drafted version, before the accessibility display options and the online barrier report form existed.
This statement covers the Kultarr. public website and the signed-in Kultarr. console. It describes what we aim for, what has been implemented and tested, what is still outstanding, what we know is wrong, and how to reach us if something blocks you. The Service is operated by Ofir Benav, an individual based in Israel, operating the service under the name “Kultarr.” Kultarr. is a service name and is not a separate legal entity.

Our accessibility target
We aim to conform to the applicable requirements of Israeli Standard 5568 and the Equal Rights for Persons with Disabilities framework, and to meet WCAG 2.2 Level AA as our product target where reasonably applicable.
This is a target, not a certification. This statement does not claim that every page conforms, and Kultarr. holds no third-party accessibility certification or audit attestation.
Measures we take
On the public website
- semantic HTML with one main heading per page, headings in order, and named navigation landmarks;
- a “Skip to content” link as the first control on every page, which moves keyboard focus to the main content;
- every control reachable and usable with a keyboard, in reading order, with a visible focus indicator;
- the mobile menu and the accessibility panel use native modal dialogs: focus moves into them, stays inside while they are open, closes with Escape, and returns to the control that opened them; cookie choices are on an ordinary Cookie Preferences page;
- text and interface colours chosen to meet WCAG 2.2 Level AA contrast;
- status and severity never shown by colour alone: every badge carries a text label;
- tables with header cells and captions; on narrow screens the comparison table becomes labelled blocks rather than scrolling sideways;
- layouts that reflow without horizontal scrolling down to a 320-pixel-wide viewport;
- no flashing content, and no animation when the operating system’s reduced-motion setting is on;
- decorative graphics hidden from assistive technology, and text alternatives for meaningful images;
- touch targets of at least 24 by 24 pixels, and 44 pixels for the main actions and the mobile menu;
- legal documents with a table of contents, anchored sections and a print layout.
Testing so far
These measures were built into the public website and checked during its development. No independent accessibility audit has been carried out, and no formal accessibility review has yet been completed and recorded. Testing with people who regularly use screen readers, and an equivalent review of the signed-in console, are outstanding.
Display options
Every page has an accessibility button, marked with the accessibility symbol, in a bottom corner. It opens a panel where you can enlarge text (up to 150 percent), raise contrast, underline all links, stop all animation, increase line, letter and word spacing to the values in WCAG 2.2 success criterion 1.4.12, switch to a plain typeface, and strengthen the keyboard focus outline. Your choices are saved for this browser and applied before each page is drawn, so they hold on every page, including sign-in. Reset returns the site to its design.
These options change only how pages look. They add nothing to the page that assistive technology reads, do not rewrite the page, and are off until you turn them on. They are not how Kultarr. meets accessibility standards and are not an accessibility overlay: an overlay is not a substitute for accessible source code, content and testing, and it can interfere with the assistive technology a person already uses. The measures above are where conformance comes from.
Reporting a barrier
You can report an accessibility barrier by email to the accessibility contact below. On the public website, selecting “Report an accessibility issue” in the accessibility panel will open your default email application with a pre-filled message to that address, including the address of the page you were on and a short reference you can quote in later correspondence. Telling us which assistive technology you use is optional.
Nothing is sent until you send that email from your own email application, and the website itself does not receive or store your report. If you would rather not use the panel, write to the contact details below directly.
Known limitations
Known accessibility limitations currently identified include:
- The signed-in Kultarr. console has not yet completed the same level of accessibility review as the public website, and testing with people who regularly use screen readers has not yet been completed. Additional accessibility issues may therefore exist in complex signed-in workflows, data tables and interactive application interfaces.
We are continuing to review and improve these areas. If you encounter an accessibility barrier, contact us at ofirbe@kultarr.io or use “Report an accessibility issue” in the accessibility panel, which opens a pre-filled email to that address.
Until a formal accessibility review has been completed and recorded, this statement makes no claim of conformance with Israeli Standard 5568 or WCAG 2.2 Level AA, and asserts no absence of known limitations.
Third-party content
Some functionality may depend on third-party services that Kultarr. does not fully control. We work to select accessible providers and provide reasonable alternatives where required and practicable. Third-party involvement does not remove obligations that applicable law places on Kultarr.
